Enable enter tax paid on purchases, without being registered to collect tax: eg PST

As a service company, we don't collect PST and therefore are not registered with the government for PST. However, we do pay PST on purchases we make for the business. Currently, if we aren't registered for PST, the software does not allow entry of PST paid on purchases. This was not a problem in Sage 50.

    This is really annoying. You don't need to be registered for a tax in order to pay it!
