Mark a Department as Inactive so that it is not able to be used when coding invoices etc Merged

As a CIC we use Department to manage and report to Funders of Projects. Some Projects are small and only last a month whilst others last multiple years. When I project is complete we want to mark it as inactive so that it is not able to be used when posting an invoice. We do want the ability to be able to look at the performance of that project but to stop further activity. This functionality could also be used if a business restructured
