You should be able to create a New VAT Return for the current quarter, even if the previous quarter is still in draft or unsubmitted

Currently, it will not allow you to do this at all and although you should submit returns as and when they fall due, sometimes things happen that are beyond your control and this system provides no workaround. If anything, it halts the submission of the current period as well!
