Make Tax column and Qty/Hrs columns optional on Estimates and Quotes Merged

Our Quotations are like a proposal. 1. They need to look great. 2. Not mention Tax per service item OR as a subtotal. In our industry (construction) we NEVER include taxes in a quotation. A statement is made below the Total - "All Prices quoted are plus applicable taxes." If we do the job, GST is charged on the work. If our quotation comes in with others in our industry and WE are the only company bidding that includes a TAX column and TAX subtotal, we lose! And it's not accurate to say Zero Tax because that's not true - there will be tax if and when we do the work. Also the column that says Qty/Hr is annoying too. Think: proposal which doesn't always compute to quantity or hours. I really hope this can be cleared up because it's literally the main reason we may move on to another accounting solution which would suck because everything else is super great. Here is an example quotation illustrating what I mean.
